Pretty scary one this. On the Fiats, it'll probably boil down to one of two things. Either the electronic torque sensor within the mechanism has failed necessitating replacement of the whole column/pump assembly. Or possible failure of the electronic control unit which is located on the same column/pump unit but is available separately. Later C3 DS3 107 207 have an electric steering rack. invariably we have replaced just the motor. A little cheaper and easier than replacing  the whole rack.
